Notice of Preliminary Review Consulting for Clean Hydrogen Certification in 2025

To facilitate the early establishment of the Ministry of Trade, Industry, and Energy's 「Clean Hydrogen Certification System」 the 「Clean Hydrogen Certification Infrastructure Development Project」 will implement a 'Preliminary Review Consulting' initiative as outlined below. We invite participation from relevant enterprises.

An English version is provided for reference, and English is the optional language for completing the application. However, in the event of any discrepancy between the Korean version and English version of this Notice and Applications, the [Korean version] shall prevail.

1. Backgrounds
 ㅇ Backgrounds : To enhance corporate investment visibility and mitigate risks by conducting a preliminary evaluation of greenhouse gas emissions from clean hydrogen production projects
   ※ The results of the preliminary review consulting do not constitute clean hydrogen facility verification or certification under Article 25-2 of the Hydrogen Act

2. Contents and Timeline
 ㅇ Contents : Prior to the establishment of hydrogen production facilities, consulting will be conducted based on design data submitted by applicants, including life-cycle greenhouse gas emission assessments
 ㅇ Timeline : Application submission(2.28~3.27.) → Selection of Government-funded project(Early Apr.) → Preliminary Review Consulting(Apr.~Jul.) → Issuance of Results Report(Early Aug.)

3. Eligibility and selection criteria for government-funding(Consulting fee : KRW 40 M)
 ㅇ Eligibility : Considering the purpose of government-funding and minimizing duplicate benefits, projects that received government-funding in 2024 will be excluded from 2025 government-funding
  - However, for projects that underwent payment by companies track in 2024, significant modifications* may qualify them for 2025 government-funding consideration
   * △Major modifications in key production technology (e.g., (electrolysis)PEM → Alkaline, (reforming)SMR → ATR), 
     △Changes in feedstock or energy procurement plans (e.g., changes in the natural gas field, fluctuations in PPA contracts affecting grid electricity proportion, modifications in water supply methods related to the changes in power supply methods)
     △Changes in CO2 storage sites
     △Other factors affecting the preliminary review consulting results from 2024
  - For government-funded projects in 2024, companies can apply for consulting services if they pay the cost, provided that major changes are deemed necessary

Note

Government-funded

- In case of a major modification, applicants can apply for consulting services if they pay the cost

Without major modification, application is not possible

Payment by companies

- In case of a major modification, it will be considered as a government-funding target

- If not selected, consulting can be conducted if the company is willing to pay for the consulting fees


 ㅇ Selection Criteria : Projects with sufficiently detailed business plans to enable the evaluation of LCA and eligible pathways according to 「Public Notice on the Operation of the Clean Hydrogen Certification Scheme」 and 「Operational Rules for the Clean Hydrogen Certification Operating Agency」

  - Submission of detailed hydrogen production facility design data*, procurement of feedstock and fuel, and operational plans

* ①PFD(Process Flow Diagram), ②H&MB(Heat and Material Balance) for overall process and sub-processes based on SOR/EOR

  - Hydrogen product purity requirement (99 vol.% or higher) pursuant to Article 10, Paragraph 6 of the Public Notice

  - For reformed hydrogen with CCS, a CO2 capture rate of at least 90% is required


 ㅇ Selection Method : A review committee will evaluate applications based on the assessment criteria (Annex 3) and select approximately 15 projects for government support.

   * The results of the government-funded project selection will be notified to each company individually

  - For projects that are not eligible for government support, consulting can be conducted if the company is willing to pay for the consulting fees.


4. Application Process 

 ㅇ Required Documents : Preliminary Review Consulting Application Form and Applicant Confirmation(Annex 1)

                                     Application form(Annex2-1.Application_electrolysis, Annex2-2. Application_ Reforming) and supporting materials

　* Refer to the guidelines in the attached document(Excel sheet) for complete the application form and supporting materials

 ㅇ Application Period : 2025. 2. 28(Fri.) ~ 3. 27(Thu.) 18:00(KST)

5. Consulting Result Notification (notify individually)

 ㅇ A report indicating estimated emissions and classification will be issued ([Form No.2] of Operational Rules for the Clean Hydrogen Certification Operating Agency)

 ㅇ A detailed report will be provided by the end of 2025

  - Includes material stream analysis by unit process, life cycle inventory analysis and detailed emission calculation method by item, and management plan for major emission sources through sensitivity analysis


6. Important Notes

 ㅇ If any submitted documents are found to be falsified, altered, or contain false information, selection may be revoked 

 ㅇ Applications that fail to meet the eligibility criteria or are not submitted by the deadline may be excluded from evaluation

 ㅇ Submitted documents will not be returned.
