Electricity Rates that Keep Bills Down after Electrification of Home Heating
As a long-term investment strategy, electricity should be made as affordable as possible for consumers, as doing so enables electrification and the switch away from fossil fuels. State and federal investments in transmission and distribution will make electricity, and thus electrification, more affordable relative to natural gas across the United States. This affordability will compound with an anticipated long-term change to natural gas prices (bringing them more in line with electricity prices), a trend that can be accelerated with the implementation of clean heat standards or putting a price on carbon.

Increasing Flexibility in the EU Energy System - Technologies and policies to enable the integration of renewable electricity sources
This study explores the current and future flexibility needs in the electricity system as well as existing and potential solutions to efficiently integrate renewable energy and facilitate electrification of end-uses. Key findings highlight the importance of flexible electricity generation, demand response and energy storage solutions for daily, weekly, and seasonal flexibility provision. However, challenges persist due to inadequate market rules and regulatory frameworks, and economic issues. The study recommends additional policy measures to enhance system flexibility, complementing ongoing policy initiatives at the EU and national level. This document was provided by the Policy Department

Updates on the Energy Performance of Buildings Directive implementation in the EU Member States
The Energy Performance of Buildings Directive (EPBD) is a crucial component of the European Union's (EU) strategy to achieve a fully decarbonized building stock by 2050. It works in synergy with other EU climate and energy policies, including the Energy Efficiency Directive, the Renewable Energy Directive, and the Governance Regulation, to guide improvements in building energy performance. The 2024 recast EPBD aims to ensure that buildings align with the EU's ambitious targets under the European Green Deal and the Climate Target Plan

The EU Green Deal - 2024 edition
In this report, we focus on the fundamentals of energy and climate policy as reformulated in the EU Green Deal. The 2024 edition of this report includes updates following the adoption of the Fit for 55 Package, the REPowerEU Plan and the recent reforms of electricity and gas markets in Europe. The reader is guided through the landscape of EU policies to achieve climate neutrality by 2050. Starting with the big picture of the foundations of energy and climate policy, we then move to discuss in more detail European climate policy, security of energy supply and energy networks. We continue with energy wholesale and retail markets, and with a closer look at energy innovation. Then we provide a c

Clean Energy Technology Observatory, Impacts of enhanced learning for clean energy technologies on global energy system scenarios
This study examines the impacts of enhancing technology progress in clean energy technologies on the global energy system and economy. The analysis focuses on eight thematic technology groups, including wind, solar, batteries, hydrogen and fuel cells, carbon capture, direct air capture and synfuels, biofuels, and heat pumps. Two policy scenarios are considered: a 2°C scenario with stringent carbon policies and a Reference scenario driven primarily by market forces. The study examines the technology adoption patterns within each technology group for the two scenarios, highlighting the differences in the evolution of costs, capacities and production. Moreover, the study analyses the overall im

Financing the Adoption of Clean Technology
We analyze the adoption of clean technology by heterogeneous firms subject to financing constraints. In the model, capital goods differ in terms of their energy needs and age. In equilibrium, cleaner and newer capital requires more financial resources. Therefore, financial constraints induce an endogenous pattern in clean technology adoption: Financially constrained, smaller firms optimally invest in dirtier and older capital than unconstrained, larger firms. The model is consistent with the empirical patterns of technology adoption we document using data on commercial shipping fleets. We use a calibrated version of our model to simulate the aggregate transition dynamics to cleaner technolog

Greenhouse Gases Resulting from Grid-Connected Electricity Demand: Three Pillars and Scope Two
Many governments and businesses would like to minimize or eliminate the greenhouse gases that result from their purchases of power from electricity grids. Because electricity flows cannot be traced from purchasers back to specific generators, some regulators and users have proposed an approximation. Purchasers would be credited with using clean power if they contract for electricity generated by particular zero-carbon suppliers to the grid or purchase certificates accompanying that zero-carbon generation, so long as those arrangements meet three conditions, or “pillars”: The associated clean power must be generated (1) nearby, (2) during the same hour, and (3) from newly constructed power pl

Trump 2.0 and Oil Markets
New OIES presentation explores the potential impacts of Trump 2.0 policies on oil market dynamics, oil trade flows, and market players’ responses. Some high level points: The impact of Trump 2.0 policies on oil supply-demand balances is most likely to be limited especially for 2025. But Trump 2.0 policies and announcements are having an impact on sentiment and are adding another layer of uncertainty on the demand side (for instance through the impact of tariffs and increased uncertainty on economic growth and hence oil demand) and on the supply side (for instance if sanctions are tightened or if higher tariffs increase the cost of US oil production). Trump 2.0 policies could also induce furt

EU Methane Import Requirements: Can a Regulation Change How and From Where the EU Buys Gas?
For now, Brussels is likely to choose a wait-and-see approach, hoping that global LNG market conditions will ease over the next 2-3 years, leading to lower prices and increased supply options for European buyers. An EU import standard would introduce emissions intensity as an additional factor in these purchasing decisions and potentially changing the ‘merit order’ of EU gas suppliers. If the Commission avoids taking any binding decisions, it will likely face growing pressure from EU LNG importers – who risk paying a premium due to regulatory uncertainty or potential penalties – as well as from exporters and natural gas producers pushing for methane standards to be softened or postponed. Different Prices for Different Slices: A Meta-Analysis of Time-Based Electricity Rates
With many US regions trying to meet aggressive electric power sector decarbonization goals, utilities and policymakers have renewed interest in time-based electricity rates as a tool to manage peak demand, encourage energy conservation, and shift consumption patterns. We conduct a rigorous meta-analysis of the literature on US residential time-based rates. We focus on the impacts on peak demand and on-peak usage. By reviewing the diverse utility experiences, we identify key factors influencing rate design effectiveness and provide insight into enrollment and demand response heterogeneity. We also highlight gaps in research and discuss areas where additional exploration could improve rate des

Where Does the Marginal Methane Molecule Come From? Implications of LNG Exports for US Natural Gas Supply and Methane Emissions
Surging exports of US liquefied natural gas (LNG) over the past decade have raised concerns about their potential to increase domestic gas prices and spur environmental impacts, both local and global, especially because methane, a potent greenhouse gas, commonly leaks from US oil and gas infrastructure. Yet methane leak rates vary widely—up to an order of magnitude—across sources of US oil and gas supply, creating uncertainty in the carbon footprint of US LNG. This paper models the impacts of increased US oil and gas export demand on domestic oil and gas prices, marginal oil and gas supply by US basin, and the implied methane intensity of that marginal supply.
