	Northwest European Hydrogen Monitor 2025 This is the third edition of the Northwest European Hydrogen Monitor. It provides an annual update of low-emissions hydrogen market developments in Northwest Europe and is the result of collaboration among the countries involved in the Hydrogen Initiative of the Clean Energy Ministerial (CEM-H2I) workstream entitled “Roundtable on the North-West European Region” and the hydrogen working group of the Pentalateral Forum. The countries analysed in this Monitor are Austria, Belgium, Denmark, France, Germany, Luxemburg, the Netherlands, Norway, Switzerland and the United Kingdom. 	Assessing the Policy Ecosystems and Scaling Pathways of Direct Lithium Extraction The report focuses on the fiscal and regulatory mechanisms in place in the countries or regions that are developing DLE technologies, including the US, Canada, Chile, Bolivia, China, and Europe. 	Renewables point the way to Mexico’s energy security This report presents an analysis of the dependence of electricity generation in Mexico on imported gas from the United States and estimates the costs that would be avoided by reducing gas imports under scenarios of 36% and 45% of clean energy generation by 2030, aligned with the National Strategy of the Power Sector. 	China Country Analysis Brief Natural gas accounted for the largest increase in primary energy production (6.2%) in 2023 from the previous year, followed by nuclear (3.7%). However, natural gas had the second-largest increase in primary energy consumption (7.4%) after petroleum and other liquids (8.6%). Although coal accounted for the largest share of primary energy production, it grew the least year on year, at 1.3%. Coal still accounted for most (62%) of the energy consumed in China (Table 1). 	Speeding up the clean energy transition at local and regional level : the impact of the Fit for 55 package This report examines the role of local and regional authorities (LRAs) in implementing the Fit for 55 package. The Fit for 55 package revises major European Union (EU) energy directives, such as the Energy Performance of Buildings Directive (EPBD), the Renewable Energy Directive (RED) and the Energy Efficiency Directive (EED). These all impose new obligations on LRAs, including stricter requirements for building renovations, expanded mandates for integrating renewable energy at local level, and binding energy efficiency targets for public sector buildings. 	Energy-Related Tax Expenditures: Information and Questions for Policymakers' Oversight of the Inflation Reduction Act The Inflation Reduction Act of 2022 included 21 energy tax expenditures that support reducing greenhouse gas emissions and other goals. The expenditures cover subjects like clean-energy vehicles and energy efficient buildings. According to estimates, they could result in at least $200 billion less in revenue collected. We have previously recommended better oversight of tax expenditures to make sure they are achieving their goals and to compare their performance to programs with similar goals. 	Decentralised renewable energy for agriculture in Nepal This report assesses the market for the integration of decentralised renewable energy (DRE) solutions for powering agriculture in Nepal. The study takes into consideration four agri-food value chains – for apples, maize, fisheries and millet – identifies suitable DRE solutions and entry points for each, and estimates investment potential. The findings of the study indicate that the greatest opportunities for DRE solutions are to power non-mobile equipment such water pumps for irrigation, and processing equipment such as shellers, mills, dryers and aerators. 	Looking-Forward to Net Zero: How Agent’s Expectations and Policy Choices Drive Economic Outcomes in Climate Scenarios This paper explores the sensitivity of the macroeconomic impacts of climate change scenarios to underlying assumptions about the policy environment and agent responses. Using the National Institute Global Econometric Model (NiGEM), we analyse the Net Zero long-term scenario developed by the Network for Greening the Financial System (NGFS) modifying the different assumptions related to agent expectations, monetary policy reactions, and fiscal recycling mechanisms.
